Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste R - Topsoil <br />COMMENTS <br />This was a partial inspection of the New Horizon North Mine conducted by Brock Bowles of the Colorado <br />Division of Reclamation, Mining and Safety on Wednesday, August 19, 2015. The weather conditions were clear <br />but smokey from wildfires in California. The temperature was approximately 85 degrees and the ground <br />conditions were dry. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />A water truck was watering the roads in and outside the pit to control dust. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Haul trucks were hauling overburden from the bottom of the pit on the eastern side to the top of the pit on <br />the western side. Bulldozers were pushing overburden from the front of the pit to the back of the pit (photo 1). <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />Blasting holes were being drilled in the overburden material. They were 6 inches in diameter (photo 2). <br />The drill rig was still drilling the holes for the next blast so a final hole count was not taken. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The inlet to Pond 001 and Ditch NHN-001 East were built to the design outlined in the permit. Some <br />recent rain events have cause erosion at the pond inlet and where the Haul Road North Ditch connects to the NHN- <br />001 East Ditch (photo 3). WFC is looking into new designs for these areas.
