August 10, 2015 C-1982-057/Seneca II -W Mine JHB <br />plentiful. Four trout in pond 16 were spotted during this inspection. <br />Stock tank T-2 was holding a pool of water but was well below the discharge elevation. <br />Pond 17 was accessed. The seep on the SE side of Pond 17 is mostly dry. Seep flows into the culvert and into the <br />south end of the pond without running along the access road. It started raining lightly at Pond 17. <br />Stock tank 18 was holding a pool of water but was not discharging. The water level was approximately 2 feet <br />below the emergency spillway Ducks were in this stock tank. The stock tank is becoming clogged with pond <br />weeds. Willows are establishing on one of the islands in the pond. There were many elk tracks along the side of <br />this stock tank, though no elk were present during the inspection. <br />Pond 5 was holding a pool of water approximately 2 feet below the discharge elevation of the riser. No problems <br />were identified with pond 5. <br />The gate to access pond 15 was locked. SCC had not provided the correct combination to this gate. The inspector <br />was unable to access pond 15. <br />Pond 9 was holding a pool of water but was not discharging. A bear swimming in the pond caused the inspector to <br />reduce the time spent at this pond. Access along the upper road allowed the inspector to observe the pond from <br />above. No problems were noted with the pond, and the bear wasn't seen again. This upper road is apparently a <br />local party spot. A fire ring with litter strewn about was encountered on this upper road. No cattle were grazing in <br />the pond 9 area. <br />ROADS — Rule 4.03; Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The roads throughout the mine site were in good condition. SCC stated that the access to pond 15 has <br />been cleared of the rock debris. The inspector was unable to confirm this due to the locked gate. <br />There was some minor rilling on haul road G, but these do not appear to be troublesome or actively enlarging. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />SCC had scheduled vegetation sampling to be conducted for reclamation success determination and future <br />bond release applications. SCC has contracted with Cedar Creek Associates (CCA) to conduct the vegetation <br />sampling. <br />The sampling methodology was discussed previously with the operator, consultant and DRMS prior to the <br />sampling efforts. <br />CCA started sampling within the wheatgrass reference area. SCC is approved to utilize the extended reference <br />area concept. The wheatgrass reference area is not defined as a specific limited enclosed area, but consists of <br />undisturbed area within the permit boundary of the specific vegetation community. The area sampled for the <br />Wheatgrass reference area was located along access road A, and near stock tank T-3.
