The inspector checked in with Scott Cowman <br />of Seneca Coal Company, but no representative accompanied the inspector on the mine site. The inspector <br />checked out with SCC personnel to notify SCC when the Division is off the property, and to discuss maintenance <br />and close out concerns. The weather started out sunny, with clouds building as the day progressed. The area <br />received a steady rain the preceding evening. The ground surface was damp, but water was not ponded on the <br />roadways or around the reclaimed site. <br />FISH and WILDLIFE — Rule 4.18: <br />Two hawks were observed hunting near pond 10. These hawks were identified by the inspector as <br />Northern Harriers. <br />Several Mule deer does were browsing along the access road north of Pond 10. <br />A great blue heron and ducks with young were also utilizing Pond 10. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9: <br />Pond 10 flume still requires to be re -installed. Jointed goatgrass patches are still evident on the Pond 10 <br />embankment. Bare patches where noxious weeds (goatgrass) were previously sprayed on the embankment, need <br />permanent seed mix to keep these spots from becoming re -invaded by weedy species. This is considered part of <br />normal weed control measures. <br />Pond 12 Drainage; PM 6-2, PM 6-3, and YPM-7 all look good and are holding up well. <br />ST -01 was holding a cloudy pool of water approximately 5 feet below the discharge elevation. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 2 of 5 <br />
