October 30,2014 C-1980-007/West Elk Mine JRS <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> -The operator has reseeded and covered the slopes that were initially reclaimed last fall. The slopes were covered <br /> with coconut fiber matting. The area was reworked because they were unhappy with the growth and erosion that <br /> had taken place (the reclaimed slopes were hydroseeded last fall). The area appeared to be stable at the time of the <br /> inspection. The older reclamation was well vegetated and stable and no erosional problems were noted. <br /> -The operator was working on reclaiming the first three lifts of the RPEE at the time of the inspection. The first <br /> two lifts have been completed and they were finishing the third lift. The reclamation included placing suitable <br /> cover and topsoil on the refuse. They also spread manure on the pile to add organic material. The completed lifts <br /> have been matted and wattles have been placed along the contour to help control runoff. Once the third lift is <br /> completed it will get the same treatment. The operator was working on removing topsoil from the draw above the <br /> fourth lift of the RPEE. This material, along with the material that was temporarily stockpiled there last winter, <br /> will be used for reclamation of the third lift. They have also completed another section of the underdrain so they <br /> are ready for next year's refuse placement. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> -The HR-1 slide remediation area remained stable. There was good growth on the reclaimed slopes after last <br /> fall's hydroseeding. There was no movement or erosional problems noted on the area.
