Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the West Elk conducted by Jim Stark of the Colorado Division of Reclamation, <br /> Mining and Safety. Jessica Loveland,representing Mountain Coal,LLC,accompanied me on the inspection. The <br /> mine was actively producing and shipping coal at the time of the inspection. The weather was warm and sunny <br /> and the ground was dry. <br /> HYDROLOGIC BALANCE -Rule 4.05: Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -The RPE pond east cell contained water approximately four feet below the discharge point and was not <br /> discharging at the time of the inspection. The west cell of the pond was basically dry at the time of the inspection. <br /> The pond embankment was well vegetated and stable and no erosional problems were noted. <br /> -The ditch along the east side of the RPE is a riprapped ditch. It remains stable and no problems were noted. <br /> -The RPEE sediment ditch was stable at the time of the inspection. The lower portion,where the flume was <br /> replaced with riprap,was stable and no erosional problems were noted. The French drain from the HR-I slide <br /> remediation was seeping at the time of the inspection. <br /> - The RPEE clean water ditch was also stable at the time of the inspection. During the previous monthly <br /> inspection it was noted that water was leaving the ditch for a short distance. This portion of the ditch has been <br /> repaired and the problem has been corrected. There were no erosional problems noted in this ditch. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> -The operator was mining in longwall panel E5. They were at cross-cut 40,at approximately station 74+20. <br /> Development mining was taking place in the longwall panel E6 headgate. They were at approximately cross-cut <br /> 60, at station 115+40. They were also doing development work in the E-South Mains. These entries have been <br /> completed to approximately cross-cut 83. All of the mining and development work was progressing as permitted <br /> and shown on approved Map 51 -E-Seam Projected Operations. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 2 of 7 <br />
