by far the smallest of any in the valley since there will be less than 1 acre of mine <br />disturbance at any one time. Also, since the sluicing will take place north of the River for <br />that area of mining and south of the River for that area, this will minimize the amount of <br />loader and/or truck travel on the internal roads. Production on a daily basis will be extremely <br />low. The CDPHE also regulates dust according to their air emissions permit program. The <br />operation must stay in compliance with CDPHE at all times. <br />3. Mark Balderston March 2 letter. Mr. Balderston protested the inclusion of the Rock N Pine <br />property in the permit area for the JRS Mining operation. This area has since been removed <br />from the application. <br />4. Eileen and John Schmidt July 8 letter. Mr. and Mrs. Schmidt mention truck traffic, which <br />will be extremely minimal off site since it is not expected that this will be a large gravel sale <br />operation. The equipment is not in place for any large scale gravel sale operation. Machinery <br />noise is a legitimate concern and since the vast majority of the operation will be below grade <br />of Platte Drive and Highway 9, it is not expected that noise will be a concern. There are <br />State regulations in place for noise where an adjacent property is residential, and these noise <br />regulations will be followed. Visual impacts should also not be a concern for this property <br />since the vast majority of the operation is below grade from Highway 9 and protected by <br />trees and the buffer zone to Platte Drive. Also, the operation has committed to no more than <br />1 acre of disturbed mine excavation area at one time. The sluice plant area is in addition to <br />this acreage but this is also a very small acreage. This is much smaller than all other <br />operations in the valley. Property value impacts should also not be affected since the other <br />concerns have been addressed and the operation is so small. As far as environmental <br />concerns, this application addresses these impacts and mitigation for them better than any <br />other permit in the valley. There are much stricter controls placed on this permit and there <br />are no large ponds of sediment laden slurry which can get to the River. Concerning health <br />impacts, since the operation is so small and will move very small amounts of gravel each <br />day, it is extremely unlikely that any health impacts could occur. Only one very small <br />generator will be used on site for an operation that will move approximately 30-60 tons per <br />day compared to 500 tons per hour for the Alma Placer. <br />In addition to the items discussed above, JRS Mining LLC states that normal hours of the operation <br />will be from 8:00 AM to 5:00 PM Monday through Saturday.
