Ann Lukacs June 15 letter. She made 3 distinct points in her letter. First, she stated that <br />there are numerous grievances and safety issues for the various mining operations on the <br />South Platte. There have been some issues with other pits but JRS cannot be held <br />responsible for what other operators have done. There is an increased awareness on the part <br />of these operators to improve their operations and make sure that there are no environmental <br />problems. The JRS operation is extremely small (normally 2 man operation) and should <br />have minimal impact to the surrounding landowners. Second, no NEPA studies are required <br />for operations on private land. The DRMS permit does address many environmental <br />concerns and a bond will be in place for full reclamation of the site, including some <br />disturbance from the 1800's. Third, there are residences on the north side of Highway 9 and <br />on the south side of Platte Drive. Although DRMS does not have jurisdiction over things <br />such as noise, dust, traffic and hours of operation, the operator is attempting to address these <br />issues with the County officials. One meeting has already taken place with the <br />Commissions. <br />2. Carolyn Erdle June 17 letter. Ms. Erdle states that the mine is adjacent to the Gloria Z Mine <br />and that it is a strip mine with no buffer to the highway. There is a minimum of a 30 feet <br />buffer from the Highway 9 edge of right of way to the start of any excavation. This is also <br />true of the entire perimeter of the property. In addition, the mining slope will be 3H:1 V, <br />which is the mildest slope of any mining operation we are aware of. This slope has been <br />demonstrated to be extremely stable, as evidenced by many steeper slopes from old mining <br />that are still in place throughout the area. Ms. Erdle states that the JRS Mine will connect <br />with the Gloria Z Mine. This is not true and both have separate reclamation permits. Ms. <br />Erdle also shows concern over dust. This is a legitimate concern and operators must water <br />roads as needed to keep dust down. The mining of the gravel produces a little dust and the <br />placer operation is fully wet so no dust is produced from this activity. This operation will be <br />C.„ <br />
