August 4, 2015 C-1996-083/Bowie No. 2 Mine JDM <br />Of the Phase I requested sites visited, the sites were stable with no evidence of erosion or instability during the <br />inspection. No problems were noted with regard to Phase I bond release. Individual site and site conditions are <br />identified in the table below. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />In regard to Phase II bond release, no more than sixty (60) percent of the bond shall be released so long as the <br />lands to which the release would be applicable are contributing suspended solids to streamflow or runoff outside <br />the permit area in excess of pre -mining levels as determined by baseline data or in excess of levels determined on <br />adjacent non -mined areas. <br />All Phase II requested areas visited reflected the soil loss calculations submitted and referenced as a portion of the <br />the Bond Release Application. No off-site impacts were observed and no evidence of loss of material from the <br />reclaimed areas was observed. Individual site conditions are noted in the table below. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Per rule, up to eighty-five percent of the applicable bond amount shall be released upon the establishment of <br />vegetation which supports the approved postmining land use and which meets the approved success standard for <br />cover... based on statistically valid data collected during a single year of the liability period. <br />Based on the conditions of the sites requested and visited during the inspection, the Phase II requested sites have <br />met the cover success criteria identified in the SL -OI revegetaion report. Any exceptions will be identified in the <br />table below. <br />With regard to Phase III vegetation success criteria, all sites requested for Phase III bond release under SL -01 are <br />drill sites completed on all ready existing disturbances or within permanent roads.
