EXHIBIT D <br />MINING PLAN NARRATIVE <br />Mining Operations <br />The Sprague Stone Quarry has been mined and operated for 50+ years. Overburden has been leveled off <br />to provide working decks/platforms. Areas proposed to be worked/mined are old, existing quarry areas <br />or extensions of old, existing quarry areas. Waste stone is incorporated into the working decks to widen <br />the decks and prevent soil erosion. <br />The stone is quarried by hand with bars, wedges and a forklift loader. When necessary, back seams are <br />blasted with dynamite. The material is then processed according to use, as follows: <br />Building stone and dimension stone are cut on a hydraulic stone cutter. <br />Flagstone is sorted as it is quarried. <br />Some waste stone is sold as rip -rap material. <br />Quarrying is done all in one phase. All quarry life expectancies are indefinite except as noted below. <br />When the quarries are reclaimed they will be returned to mountain pastures or building sites. Available <br />topsoil and other fine soils will be scattered and vegetation planted or seeded where possible. <br />Embankments will be stabilized and made secure. Specific mining information is noted below. <br />Please refer to Exhibits C.1 and C.2 for reference to the following: <br />A. Phase 1 Area. The stone is generally quarried in a westerly direction. Approximate yearly <br />production is expected to be 1000 to 1500 tons per year. <br />B. There are no anticipated impacts to surface or ground water during quarrying. <br />C. The size of the areas to be worked at any given time will be 1.5 to 3 acres at each working site. <br />Mining Operation Phasing <br />Current phase 1 mining areas are delineated in Exhibit F.2 — "Phasing Map For Future Permitting And <br />Reclamation". There are three (3) distinct areas that total 4.19 acres. Each area has been opened up to <br />produce three diverse colors of sandstone. The operator/owner has developed a phasing plan that will <br />reference the well-defined parcels shown on the "phasing map" to help allocate the active phases <br />versus future phases over the life span of the mine. Each active phase will have the committed resources <br />to properly reclaim the individual bench cuts immediately following the mined phase.
