2.05.4 (2) RECLAMATION TIMETABLE
CEC is intent on the discontinuation of coal mining operations at the Keenesburg
Mine, and the continued progression of the site to serve instead as an ash and
mine waste rock (A/MWR) disposal facility. This transition is an integral part of
the reclamation process. The area previously referred to as A -Pit, and the access
roads (formerly haul roads) to A -Pit have been fully reclaimed. Other areas,
including the south end of B -Pit, are in various stages of reclamation. The
Evaporation Ponds which were located in the northwest corner of the Permit area,
and the Tipple facility formerly located in the northeast part of the Permit area
were removed and reclaimed by 1995. CEC has completed the reclamation of
virtually all areas not directly related to the ongoing A/MWR disposal/reclamation
operation in B -Pit.
At present annual A/MWR disposal rates, approximately two (2) acres (average)
per year are backfilled and graded in the pit disposal area. However, placement of
topsand on such small areas constricts normal heavy equipment movement. CEC
has determined that when an area of approximately 10 acres has been backfilled, it
is then ready for topsanding, fertilizing and final revegetation seeding. CEC has
demonstrated that this opportunity normally occurs only once or twice during each
5 -year permit renewal period. The largest acreage parcel to be reclaimed and
seeded will likely be linked to the last year of A/MWR disposal, currently
estimated to be 2021. The remaining stockpiled -soils and the facilities areas will
also be ready for final reclamation at about the same time.
CEC has been granted a variance on performing contemporaneous reclamation for
the B -Pit area until March 2021,This variance may need to be extended for
additional time periods, depending on the continued rates of A/MWR disposal and
the extent to which the "air space volumes" dictate further disposal activity to
achieve the final reclamation contour configuration for the site.
Based on agreement between CEC, CDMG, Weld County Department of Health
and Colorado Department of Public Health and Environment, memorialized in
Technical Revision 32, the East Perimeter Ditch, the West Perimeter Ditch and
Sediment Pond 2 have joined the previously approved Dugout Pond as
`permanently" retained surface features following mine closure.
CDMG is formally apprised of the status of reclamation activities at the
Keenesburg Mine through the Annual Hydrology and Reclamation Report (AHR
Report). This report is prepared and submitted by CEC by the end of February of
each year, unless otherwise agreed. The report addresses the previous calendar
year's reclamation, and includes (among other things); a vegetation monitoring
report, copies of ash sampling analyses, a disposal activities report, a mass
balance calculation and a summary of reclamation activities.
117 06/14
