0 <br />Mr. Brock Bowles <br />August 10, 2015 <br />Page 6 <br />Response: A copy of the approved Nationwide General Permit No. 21 - Surface Coal <br />Mining Activities (Section 404) from the U.S. Army Corp of Engineers is on file at the <br />New Horizon Mine office and available for review at the Division's request. <br />2) The current text in Section 2.05.5 goes into great detail about the pre- and post -mining <br />land uses but its descriptions match that of the PMLU map originally submitted with the <br />PAP. This original map was withdrawn from the PAP because it was incomplete and a <br />little confusing. The new map is easier to read and meets the requirement of 2.05.5 but <br />does not match the descriptions of the text. The text needs to be amended so it coincides <br />with the current PMLU map. Please preserve the discussion in the text describing the <br />relation of the pre- and post -mining land uses as this is a valuable historical reference. <br />Response: The text in Section 2.05.5 has been amended so that it coincides with the <br />current PMLU map and the discussion in the text describing the relation of the pre -and <br />post -mining land uses has been preserved as a historical reference. <br />2.06.8 — Coal Mining Operations On or Adjacent to Alluvial Valley Floors <br />1) According to page 5 of section 2.6.8 of the permit, Map 2.06.8-1; "Potential Alluvial <br />Valley Floors in the Vicinity of the NHNMine " is included in the permit. The Division <br />could not locate this map in the permit documents. Please submit Map 2.06.8-1. <br />Response: Map 2.06.8-1 has been included with this submittal. <br />2.06. 10 — Coal Processing Plants and Support Facilities Not Located Within the Permit Area <br />1) Section 2.05.3(3) of the permit and Map 2.05.3(3)-1 were both revised with TR -05, <br />approved in May 2014. The office, shop, warehouse and bath house were removed from <br />the Buildings section, from Table 2.05.3(3)-1 and from the map. Does WFC intend to <br />utilize the buildings at the New Horizon Mine (Permit No. C-1981-008) permanently, in <br />lieu of constructing these facilities at the NHNorth site? Please address these facilities <br />in the permit text, to fulfill the requirements of Rules 2.06. 10 and 4.28. <br />Response: A narrative has been added to Section 2.06. 10 to address the office, shop, <br />warehouse, and bathhouse facilities at the New Horizon Mine, Permit No. C-1981-008 <br />which will be utilized by the New Horizon North Mine, Permit No. C-2010-089, to fulfill <br />the requirements of Rules 2.06. 10 and 4.28. <br />AN EQUAL OPPORTUNITY / AFFIRMATIVE ACTION EMPLOYER <br />A Touchstone Energy'Cooperative <br />
