Mr. Rob Zuber <br />August 3, 2015 <br />Page 2 <br />Rule 2 <br />ITEM3. On Page 27, the last sentence of the first paragraph under the heading Surface Water <br />Quantity is confusing. Should it address quantity or quality? <br />Response: The word "quality" has been revised to "quantity" as requested. <br />ITEM 4. Given that the Collom area is most closely associated with Collom Gulch and Little <br />Collom Gulch, please expand the Surface Water Use discussion to include these two drainages. <br />If there are no water rights on these two drainages, that should be stated in the Rule 2 text. <br />Response: A detailed description of both Collom Gulch and Little Collom Gulch is presented in <br />the PAP on page Rule 2, Page 29. Water rights for Collom Gulch and Little Collom Gulch are <br />already included in the permit application on Table 2.04.7-50. This table indicates there are not <br />any adjudicated water rights on either stream. Table 2.04.7-51 delineates all water rights held by <br />Colowyo in the vicinity of the Collom Mine. Since this information is already presented in the <br />permit application, no additional information has been provided. <br />ITEM 5. Regarding baseline surface water quality monitoring data, please explain why <br />dissolved iron is not included in the list when other constituents from Rule 2.04.7(2)(b)(ii) are <br />included. (Acidity is also excluded but this is not an issue since pH is included.) <br />Response: Table 2.04.7-48 contained an error in the reporting of Iron as Total Recoverable. It <br />should have been reported as dissolved. The error in the heading has been corrected on Table <br />2.04.7-48. <br />In accordance with Rule 2.04.7(2)(b)(ii) data has been included for total iron, in milligrams per <br />liter on Table 2.04.7-48. Please note that ongoing monitoring, including the information <br />provided in Table 2.04.7-48, indicates that LLCG and EFJC have been and continue to be dry or <br />no flow was encountered during sampling events. The text is Section 2.04.7(2) has also been <br />updated to reflect this additional data. <br />ITEM 6. In Table 2.04.9-16 there is an error in the title; the reference number should be in <br />superscript. Also, lands yet to be re-topsoiled should apparently be 2,352.8 (line 1 minus line 2); <br />this possible error propagates through the table (lines 7 and 8). It is unclear why line 3 is <br />repeated as line 4. Please revise submittal or clarify. <br />Response: Table 2.04.9-16 has been updated in its entirety. <br />ITEM 7. The Geology Description (second paragraph of 2.04.6 on page 12 in Rule 2) appears <br />to have reference errors. Please check the references to the figures and maps that contain cross <br />
