Miranda Blomquist accompanied the <br />inspection and represented Hayden Gulch Terminal Inc.. The weather was dry and warm with light clouds. The <br />load out site was dry. The majority of the load out has previously been reclaimed with the exception of the Tie - <br />Across Haul Road (TAHR) and the rail loop. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were checked at the Peabody Sage Creek Office on 7/30/2015. Records were complete. Liability <br />Insurance is scheduled to expire on 8/1/2015. Please assure that insurance remains in effect and an updated <br />Certificate of Insurance is kept on file. <br />The operator provided a copy of the 2nd quarter 2015 DMR, and 2nd Quarter 2015 Pond Inspection reports to the <br />inspector. <br />FISH and WILDLIFE — Rule 4.18: <br />A large flock of Sandhill cranes were feeding in the wheatfield South of the TAHR across from the <br />reclaimed facilities area. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The rail loop pond was dry. This pond had a healthy cover of grass in the bottom of the pond. Perennial <br />vegetation was well established on the pond outslopes and surrounding area. No erosional features were observed <br />relating to this pond. The open combination spillway was free of debris. <br />The truck loop pond was holding a stagnant pool of water approximately 4 feet below the discharge elevation at <br />the riser.
