Rule 2.05.6(6)(c)(ii) requires that the application shall include an appropriate map, prepared <br />according to the standards of section 2. 10, showing the location of monuments to be installed and <br />structures to be monitored within the permit and adjacent area. Revised pages 2.05-191.8 and <br />191.9 indicate that TC will monitor monuments along RCR33 and the Railroad. The Division <br />could not locate a map in the permit that depicts the monuments/subsidence reference points used <br />to monitor subsidence related impacts to these structures. Please submit a map that complies with <br />the cited rule. <br />a. TC's response: Revisions and updates to the accompanying Map 23WC include <br />delineation of those areas where subsidence monitoring points will be established to <br />monitor subsidence of RCR33, the UP Railroad Spur, and the YVEA Powerline. <br />b. Division's response: The revised map shows the subsidence monitoring area but does <br />not show the location of the monuments to be installed. Please revise this map to indicate <br />where monuments will be installed. Please keep the subsidence monitoring area polygon <br />on the map. <br />26. On revised page 2.05-191.8, the applicant indicates subsidence monitoring of RCR 33 and 27 will <br />be conducted quarterly while active longwall mining is occurring. Please clarify; does TC intend <br />to monitor both these roads the entire time active longwall mining is occurring in the WCR? Or, <br />will monitoring be initiated when the longwall operation is within a specific distance to these <br />structures? If so, please indicate this distance. <br />a. TC's response: The referenced page and text section have been reviewed and revised to <br />clarify that, for all monitored structures, monitoring will be initiated when active mining <br />is within 500 feet of the reference structure. Revised copies of the corresponding pages <br />accompany these responses for replacement in the PAP. <br />b. Division's response: This issue is considered resolved. However, revised page 2.05- <br />191.8 cuts the end off the last bulleted paragraph on this page. The bulleted item in <br />question begins with "Permittee shall, at its expense, fund... ". The last sentence and a <br />portion of the second to last sentence is cut off. Please revise this page to include the <br />missing text. <br />27. On revised page 2.05-191.9, the applicant indicates subsidence monitoring will be conducted at <br />the railroad. A trigger has been specified when monitoring will be initiated for this structure, but <br />a frequency of monitoring (daily, weekly, monthly... etc.) is not specified. Please revise this <br />section to indicate the frequency the railroad will be monitored. <br />a. TC's response: The referenced page has been reviewed and revised to clarify that, for <br />the railroad spur, monitoring will be on a daily basis for any portion of the spur which is <br />within the affected area while active mining is occurring. Revised copies of the <br />corresponding pages accompany these responses for replacement in the PAP. <br />b. Division's response: A new revised page 2.05-191.9 was not included in either copy of <br />the technical adequacy review response. Please submit an updated page. <br />
