Jerry Nettleton
Page 2
July 23, 2015
Exhibit 49CC
7. The coversheet for Exhibit 49CC reads "Exhibit 4CC". Please revise the cover page for this
Exhibit to read Exhibit 49CC. Please note that the Division intends to insert the 5MN Pipeline
design information after the 5MN pad and access road diagram.
8. Twentymile Coal (TC) submitted design information for the 5MN pipeline as an addition to
Exhibit 49CC. This information contains a "scope of work" document that appears to be the
document TC used to announce the project for contractor bids. The "scope of work" narrative
does not seem to match the installation of the pipeline discussed in revised sections 2.05 and
depicted on revised map 924 (Sheet 2). The "scope of work" indicates only 1,700 feet of pipeline
will be installed along with two access culvert risers and associated valves. Revised section 2.05
indicated 5,000 feet of pipeline will be installed along with five culvert risers and associated
valves. However, one map contained in revised Exhibit 49CC titled "Figure EX49CC — F2, 6MN
Pipelines" does depict the pipeline installation as shown on revised map 924. This may lead to
some confusion. Please either revise this exhibit to match the pipeline project discussed in
section 2.05 in the permit and depicted on revised map 924 or provide a narrative in section 2.05
that indicates why the scope of work text in Exhibit 49CC is different than the project description.
This concludes the Division's review of MR288. Enclosed is a copy of the reclamation cost estimate
conducted for this revision. The Division must issue its proposed decision by August 1St, 2015. If you
need additional time to address the adequacy review issues please request an extension of the decision
date. If you have any questions feel free to contact me at (303) 866-3567, extension 8120.
Sincerely,
c6jj--,—
Jared Ebert
Environmental Protection Specialist
