PERMIT #: M-2002-020 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 17, 2015 <br />The reasons for the third complaint by the Rodman's were the following; Well #1 which supplies water to the <br />cistern for irrigation uses is no longer capable of performing (going dry), the cistern has a leak in the upper <br />portion of the tank, the cistern installed on the Rodman property is inadequate without a constant supply of <br />makeup water, the cistern ordered was a 10,000 gallon cistern, but a 5,600 cistern was installed, irrigating <br />with the cistern alone and coordinating the water deliveries is difficult. <br />The Division met with Mr. and Mrs. Rodman and Ms. Roxanne Prather on the Rodman's property prior to the <br />inspection of the 25th Avenue Site. Mr. Rodman stated Well #1 stopped pumping in late April/early May. Mr. <br />Rodman stated Bill Schenderlein recently observed the well going dry (pump cavitating) after approximately 2 <br />minutes of pumping. A&W Water Service is now supplying the water for the Rodman cistern. A&W is <br />delivering 3,200 gallons of water twice a day Monday through Friday. Well #2, which supplies the domestic <br />water for the Rodman residence is performing properly according to the Rodman's. Mr. Rodman stated he <br />needs to be present for the water truck deliveries and sufficient cistern capacity is required to accept the full <br />truck load of water each delivery. The originally proposed cistern was 10,000 gallons. Mr. Rodman stated the <br />maximum capacity of the installed cistern is 8,000 gallons with only 5,600 gallons of true capacity due to <br />required head space and pump coverage in the bottom of the cistern. Mr. Rodman stated the cistern recently <br />leaked thirty-six (36) inches of water between the last water truck delivery for the day (approximately 5 PM) <br />and 8 o'clock at night with no pumping. The possible causes of the leak are a crack in the upper portion of the <br />tank approximately 36 inches below the second rib of the manhole and/or the lack of a check valve being <br />installed on the outlet for Well #1 into the cistern is allowing water from the cistern to drain into the well. The <br />outlet pipe for Well #1 is estimated to be located 36 inches below the second rib of the manhole. <br />The Division met with Mr. Eric Reckentine and Mr. Matt Hader with the City of Greeley and Mr. William <br />Schenderlein with Blue Earth, consultant to the City of Greeley, to discuss the citizen complaint at the mine <br />site. The site was active during the inspection. The southwest mining cell was actively dewatering and <br />excavation and hauling activities were observed. The estimated depth of the southwest mining cell increased <br />from 45 feet to 50 feet since the last inspection on April 7, 2014. <br />The Operator stated mining excavation in the southwest cell was expected to take two (2) years to complete <br />based on current mining rates. The southwest cell will be allowed to fill with groundwater until the slurry wall <br />is installed around the cell. The Operator estimates the slurry wall will be installed in five (5) years. <br />Cistern <br />The City agreed to contact Mr. Rodman regarding the cistern leak and installation of a check valve on the <br />outlet pipe for Well #1. As cited as a problem on the first page, the Division will require the Operator to <br />coordinate with Mr. Rodman to investigate and repair the cause of the cistern leak within 30 days of the <br />signature date of this inspection report. <br />The cistern is equipped with a fill valve, check valves and an overflow alarm. The Division does not believe it is <br />necessary for anyone to be present during the water deliveries. Additionally, A&W Water should be able to <br />account for partial water delivery amounts if the cistern is too full to allow a full truck load of water to be <br />delivered each time. <br />The City installed four (4) connected 2,000 gallon cistern according the Operator. The capacity was designed <br />for the Rodman's irrigation practices. One (1) foot of water is required to cover the pump in the cistern <br />according to the Operator based on conversations with the company which installed the cistern.
