The NOI has discrepancies in regards to the work occurring on private <br />property. A copy of the NOI was not submitted to our office. There are several impacts on <br />National Forest System lands (NFS) which require notification and approval. <br />The following are concerns we have with the NOI: <br />A survey was completed in the fall of 2011, which revealed a shift in the actual location <br />of the Santiago Lode Claim and Santiago No. 1. Please see enclosed survey and map. It <br />appears that Santiago Levels #3, 4 and 5 are on National Forest System (NFS) land. A <br />map is requested that shows the location of these level areas and proposed work areas, in <br />relation to the re -survey. Any work on NFS will require analysis, authorization and a <br />bond. <br />• Road access to the site is not clear. A map showing the specific FS numbered access <br />routes is requested. The map included in the NOI is inadequate. A special use permit <br />proposal will need to be submitted on an SF299 Form to request snow plowing, <br />maintenance and/or widening of the road. Any roads closed to motorized use will also <br />have to be authorized. All required environmental analysis per NEPA and engineering <br />input will have to be completed before the special use permit can be issued.. <br />• The USFS will be temporarily closing all public access to the Santiago Mill for hazardous <br />soil remediation to address the high levels of lead, arsenic and mercury in the parking <br />area, waste rock piles and the area surrounding the mill.
