• 4.0 DESIGN ASPECTS <br />The following sections detail site-specific aspects of the construction of the proposed coal <br />mine waste bank and ancillary facilities at the Bowie No. 2 Mine. The proposed waste bank <br />was designed to optimize the available space and accommodate maximum coal waste <br />quantities, while incurring minimal disturbance to the surrounding landscape. <br />4.1 CONSTRUCTION <br />4.1.1 General <br />Construction of the proposed coal mine waste bank begins with the installation of the <br />sediment pond, located approximately 90 feet south of the toe. A plan view of the proposed <br />waste bank and sediment pond is shown on Drawing 95266-02. The sediment pond is <br />designed to collect storm water runoff and the associated sediment transported with it. <br />Discussion of the sediment pond requirements is presented in Section 4.2 of this document. <br />Upland diversion is obtained from an existing road above the proposed waste bank, as shown <br />on the drawings. Diversion ditches are discussed in detail in Section 4.1.4 of this document. <br />J <br />Excavation at the site will include the removal of material near the toe of the proposed waste <br />bank and the central ridge to the elevation of the first bench, Elevation (EI.) 6,035 feet (ft) as <br />shown on Drawing 95266-01. Topsoil removed from this area that is a plant growth medium <br />not contaminated with coal material should be salvaged and stored in the topsoil stockpile for <br />future reclamation activities. In general, topsoil should be removed in small quantities ahead <br />of the advancing waste bank to control erosion potential of stripped, unvegetated subsurface. <br />Soil removed during this initial excavation not suitable for use as topsoil should be placed in <br />the cover fill stockpile. <br />Boreholes WBH-B1 and - 82 should be plugged with material to adequately seal the hole per <br />Rule 4.07. No discernable groundwater was met during the drilling of these holes, so backfill <br />may be cuttings or other clean soil to 13 feet bgs.
