Box 33695
Denver, CO 80233-0695
Re: Colowyo Mine (Permit No. C-1981-019), PR -04, additional adequacy items
Dear Mr. Gilbreath:
This is the Division's first adequacy letter for PR -04; we will be sending another letter with comments
independent of those in this letter. This letter is focused primarily on surface water hydrology and
geotechnical engineering. The next letter will be related to vegetation, groundwater, and more general
comments. It may also address additional surface water issues.
The following 42 items need to be addressed before the Division can approve this revision.
Volume 1
Section 4.05.15
ITEM 1. Regarding water rights, please address the comments by the SEO office (letter of May 6, 2015
from Ivan Franco in the DRMS Laserfiche system).
Volume 15
ITEM 2. The Table of Contents pagination is incorrect. Page iv is repeated. Please correct this error.
Rule 2
ITEM 3. On Page 27, the last sentence of the first paragraph under the heading Surface Water Quantity is
confusing. Should it address quantity or quality?
ITEM 4. Given that the Collom area is most closely associated with Collom Gulch and Little Collom
Gulch, please expand the Surface Water Use discussion to include these two drainages. If there are no
water rights on these two drainages, that should be stated in the Rule 2 text.
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
