INTEROFFICE MEMORANDUM <br />TO: FILE (COC69884) <br />FROM: SCOTT GERWE <br />SUBJECT: AMENDED APPRAISAL FOR NEW CONTRACT <br />DATE: 7/9/2014 <br />CC: NIC SANDOVAL, COLORADO STATE OFFICE — MINERAL MATERIALS LEAD <br />Under 43 CFR 3610.1-2(a), mineral materials shall not be sold at less than fair market <br />value as determined by appraisal The BLM Manual, Section 3630, requires that appraisals <br />should be reviewed annually and updated as necessary to ensure that they reflect fair <br />market value. BLM IM 03-059 has indicated that the effective life of a mineral material <br />appraisal may be extended beyond 2 years. A reasonable method is to use an appropriate <br />price indices, such as the Producer Price Index, to adjust the estimate of the fair market <br />value. This method may be repeated for up to 6 years from the date of the original <br />appraisal. <br />Q <br />A district -wide appraisal was prepared for the Grand Junction Field Office. It was approved <br />on November 1, 2006. The final determination is based on Table 16 of the report which <br />presented values for the Grand Junction Field Office. The data appears to have been <br />collected through August of 2006, the preparation date of the document. <br />1 <br />
