12.. The BLM and operator shall conduct a joint inspection for each mining phase prior to <br />commencement of surface disturbance (soil stripping) and prior to commencement of <br />reclamation activities. <br />13. No crushing activities, and stockpiling of gravel or soil material may occur on undisturbed, <br />unmined portions of the site. <br />14. Topsoil and vegetation shall be stripped to a depth of about 6 to 8 inches and only used for <br />reclamation. All available topsoil shall be stripped and either stockpiled or used as live topsoil <br />as per the plan. No topsoil stripping will be allowed when soils are moisture saturated to a <br />depth of 3 inches, or frozen below the stripping depth. The subsoil material (overburden) <br />between the topsoil and gravel layer shall be stripped and only used for reclamation. Prior to <br />commencement of stripping, the BLM and operator will meet on the site to discuss the soil <br />depths and procedures used for removal of soil and subsoil. <br />15. The topsoil, subsoil, and fines shall be separately stockpiled and will be marked with <br />identifier signs. <br />16. In order to avoid potential selenium impacts from disturbance of the Mancos Shale, no <br />excavation or ripping into the shale is allowed unless authorized by BLM. In order to <br />maximize recovery of the resource, all gravel will be removed down to near the Mancos Shale <br />contact without impacting the Mancos Shale. <br />17. The material stockpiles shall be maintained in a safe manner, in accordance with the <br />vertical slope limitations set by the Mine Safety and Health Administration (MSHA). The <br />gravel highwall will be knocked down at the end of each mining cycle. <br />18. The natural visual buffer shall be left in place after mining and reclamation has been <br />completed. <br />19. The visual buffer zone and mining phase internal and external phase boundaries shall be <br />identified on the ground with permanent -type monuments. <br />20. In order to minimize unauthorized public access to the gravel pit site, signs shall be posted <br />on security gates, property fences, and other access points. The sign placement, design and <br />wording shall be reviewed by BLM, and must be approved for signs affecting public use on <br />BLM lands. <br />21. All disturbed areas will be seeded with the following mixture. <br />Application rates are for pure, live seed (PLS).
