EXHIBIT D Mining Plan <br />a) The mining is expected to begin as soon as possible after a permit is obtained. The <br />operation will provide material for road operations. The pit will continue to operate <br />annually. The supply is undetermined, but it is expected to last indefinitely because of <br />the limited use of the pit. This should be classified as an intermediate pit. <br />b) The pit boundaries are much larger than the anticipated area to be mined. This will give <br />the county latitude in where stockpiles can be placed. <br />c) The mining plan is to begin removal of sand and gravel within the confines of the banks <br />of the creek bed beginning at the east edge of the pit area (200' west of the property <br />line) and proceeding west within the banks of the creek until the creek hits a point 200' <br />east of the west property line of the NW % of Section 9, T7N, R45W. Mining close to the <br />west and east ends will stay back 200' from the roadway and the adjoining property <br />owner. Mining on each end of the pit will be sloped 7:1 to avoid erosion when flood <br />waters enter or exit the pit area. Excavation will continue as the need for gravel <br />continues for local road operations and, as the supply remains available. There is <br />currently no topsoil in the creek bed itself. There is topsoil in the areas outside the <br />creek bed which is 4-5" in depth. Any disturbed banks along the creek will be stripped <br />and stockpiled for later use in re -vegetation. Any topsoil stockpile will be seeded with <br />brome grass to prevent soil erosion. <br />The additional 4.1 acres is being added to provide a space for gravel from the creekbed <br />to be pushed up and stockpiled. <br />d) There would appear to be no waste rock or material at the site. <br />e) Mining is anticipated to a depth of 20' inside the creek bed. The mining plan is to begin <br />at the east end of the pit and proceed west. No slopes will be left greater than 3:1. <br />f) The pit will be accessed by an existing landfill trail road along the east edge of the NW <br />and exiting on to U.S. Highway 6. When mining moves to the west edge of the pit, <br />access will be to an existing landfill trail road from the creek to County Road 29. There <br />will be no shop, plant, or other facilities located at the mine site. The equipment used <br />to mine the gravel will be a front-end loader, dozer, and trucks. Some stockpiling of <br />material may be done at the site, but most of the material will be utilized as it is mined. <br />Any stockpiling that does occur will be placed in line with the drainage flow line that <br />runs through the area and along the north edge of the pit. The anticipated stockpile <br />area is shown on the mining plan. No processing of material is anticipated at the site. <br />g) There are no existing disturbances to describe at the site. <br />Phillips County Landfill Page 3 <br />
