COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />July 1, 2015 <br />To: Brock Bowles <br />From: Tabetha Lynch <br />RE: Roadside Mine; C-1981-041 <br />Midterm Review No. 7 (MT7) <br />Review Memo <br />This memo is a review of the Roadside Coal permit against the following Rules: 2.04.5, 2.04.6(1) and (3), <br />2.04.7(1) and (3)-(5), 2.05.4(2)(g), 2.05.6 (3)(a -c) pertaining to groundwater and alluvium, 2.06.2, <br />4.04(6), 4.05.10, 4.05.11(1)-(2), 4.05.12(1)-(3), 4.05.13(1), 4.05.14, 4.05.15, 4.05.16, 4.07, and 4.19. <br />The following is my review of the permit in regards to these Rules. Adequacy review questions are <br />bulleted. <br />Rule: 2.04.5— General Description of Hydrology and Geology <br />Roadside permit section 2.04.5 is covered in sections 2.04.6 for Geology and 2.04.7 for Hydrology <br />descriptions. <br />Rule: 2.04.6(1) and (3) — Geology Description <br />The geologic description of the area is adequate discussed. Enough detail is provided to determine <br />feasibility of the reclamation plan and subsidence. Required strata data and chemical analysis specified <br />by Underground Mining Rules have been presented and adequately discussed. Stratigraphic <br />information can be found in Exhibits 14, 24, and 40. Chemical analysis of coal and borehole data is <br />provided in Appendix 6. <br />All information required is presented, no additional comments are required. <br />Rule: 2.04.7(1) and (3)-(5) — Hydrology Description <br />This is a review of the groundwater related sections of the Hydrology Description which include <br />groundwater information and alternative water supply information. No defined aquifers exist in or <br />adjacent to the permit boundary. No groundwater rights are adjudicated in the permit area. <br />RN6 Findings documents states that one groundwater well, completed within the alluvium, is adjacent <br />to the permit area and is used for stock watering.
