I was assigned review of Trapper Mine permit against the following rules: <br />2.04.7 (2) <br />2.04.8(1)-(3) <br />2.05.3(4)(a -d) <br />2.05.4(2)(h) <br />2.05.6(1)(3)(ai-aiii), (bi-v) <br />4.04(1)(b), (2)-(4) <br />Mitigation of Impacts <br />Support facilities <br />4.05.2(1)-(8) <br />4.05.5(1)-(2) Sediment control <br />4.05.6(1)-(7) <br />water quality and <br />Sed ponds modeling <br />effluent limits <br />and reclamation <br />4.05.7 DQ and <br />4.05.9(1)-(21) Impoundments <br />4.05.13(2) <br />erosion prevention <br />design, maintenance <br />stabilization, inspected <br />My review of the permit with respect to these Rules follows. Adequacy review <br />questions are bulleted (*). <br />Rule: 2.04.7 (2) Hvdroloav Description/Conditions <br />This is a review of the surface water related sections of the Hydrology Conditions <br />and includes: <br />a. Surface water flow rates. <br />b. Water quality information. <br />c. Waterbody locations and discharge into water bodies. <br />Permit Vol. II section 2.7.4 discusses baseline pre mine, surface water conditions <br />and provides a copy of the Discharge Permit (CO -0032115). <br />Tables 2.7-15 to 18a provide the water quality and sampling analysis required by <br />rule 2.04.7(2)(b)(ii). Table 4.8-8 provides operational surface water monitoring <br />results from 1977 through 1980. <br />The surface water information required by Rule 2.04.7 (2) has been adequately <br />provided and includes: <br />a. Name of watersheds receiving discharges from permit area, location of all <br />surface water bodies. Maps M30 M50, M51 and M52 (Appendix Q) show <br />the required hydrologic information and are consistent with requirements <br />of Rule 2.10 Maps and Plans. <br />b. A description of the protocol for water quality sampling, analysis and <br />reporting, and seasonal information on quality. <br />C. Surface water quality data resides in Appendix C, 2011 AHR with monthly <br />sampling of Temp, flow, pH, Conductivity, TSS, Sedsol, TDS, Fe, and Al <br />for NPDES sample points 002 through 024 and site S-1 Flume Gulch and <br />the parameters below. <br />o Total dissolved solids or specific conductance corrected to 25° C <br />Trapper Mid Term Review Prepared by: R.
