June 23, 2015 C-1981-019/Colowyo Coal Mine RDZ <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Weeds were seen in many areas around the mine. These include thistles, mullein, houndstongue, and <br />cheat grass. A weed management contractor (Chemical Weed Control) has been on-site since early June. At the <br />time of the inspection, the contractor was working in the Wilson Gulch area. Kurt Blunt indicated that there is <br />significant white top in that area. Areas near the facilities have been sprayed. <br />East Pit reclamation was inspected from afar as well as by driving and walking certain areas (south of Prospect <br />Ditch, north of Final East Pit Ditch). No significant erosion or other problems were seen. A large amount of cheat <br />grass was seen, but this is expected in less mature reclamation. Some rill repairs are needed south of the Final <br />East Pit Ditch. <br />West Pit reclamation was inspected from afar, and no significant issues were identified. <br />SIGNS AND MARKERS — Rule 4.02: <br />Signs were observed marking the buffer zone along Taylor Creek; no issues were identified. The signs at <br />the permit boundary near the Gulch A Pond and Streeter Pond contained the necessary and correct information. <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />The highwall miner was producing E seam coal along the eastern wall; it has advanced along the east side <br />(hole 190). <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The following topsoil stockpiles were inspected, and no problems were observed: the pile on the north <br />side and near the upper end of the Final East Pit Ditch (16A) and the pile near the Stoker Siding Pond (17C). <br />DOCUMENTS RECEIVED TR -106 application (DRMS determined later that form was missing) <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 5 of 12 <br />
