June 23, 2015 C-1981-019/Colowyo Coal Mine RDZ <br />Coal fines need to be removed from the Rail Loop Pond. <br />Two smaller ponds (aka stock tanks) were inspected. PDI and PD2 were holding water at least two feet below <br />the spillway. No erosion or other problems were seen. The PDI embankment is very bare, likely due to elk <br />disturbance. <br />The sumps along the Taylor Creek road (1 - 5) were inspected. They were mostly dry. No problems were seen. <br />Wattles have been placed at the discharge points of some of these, and this should be beneficial in preventing <br />sediment loading onto the undisturbed adjacent land. <br />Also along the Taylor Creek road, no problems with sediment loading from ditchouts (aka, berm cuts) were <br />observed. <br />No problems were observed with the following ditches: <br />The Section 16 Pond Ditch (west of the Section 16 Pond) from station 0+00 to approximately station 28+00 <br />The lower portion of the Taylor Tributary Ditch (up to the East Taylor Ditch) <br />The upper end of the Final East Pit Ditch <br />The lower portion of the West Pit Fill Ditch (lower 1000 feet) <br />East Taylor Pond Ditch <br />The section of Prospect Ditch below the stock tanks (wattles placed in the channel in 2012 are disintegrating as <br />designed). <br />The lower section of the East Taylor Ditch has some erosion, but it has not worsened, even through the large <br />amount of precipitation this spring, and will be addressed with construction of a stock tank above (scheduled for <br />this summer). <br />A contour ditch near the confluence of Taylor Tributary Ditch and East Taylor Ditch requires repair. <br />Five culverts were inspected: I, J, K, L, and M. No erosion, large sediment accumulation, or other problems were <br />seen. <br />GENERAL MINE PLAN COMPLIANCE: <br />The mine was in compliance with their plan. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The lower portion of the haul road has been paved.
