June 26, 2015 C-1980-007/West Elk Mine JRS
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
- The operator had contractors on site from Savage and Savage doing vegetation sampling. They were sampling a
reclaimed MDW pad when we stopped and talked with them. Savage and Savage has completed all of the recent
vegetation sampling at the site including the sampling for SL -04 and SL -06. The Division has found their
methods to be consistent with those discussed in the West Elk permit document.
SLIDES and DAMAGE - Rule 4.12:
- The ST -02 slide area was observed from Colorado Highway 133. The area was well vegetated and appeared to
be stable. There was no apparent settling or slumping on this area at the time of the inspection.
- The HR -1 slide area remains stable. There was good second year vegetative growth on the remediated slopes.
The drain that discharges into the RPE ditch was flowing. The drains that discharge into the RPEE sediment ditch
were both dry at the time of the inspection. Kathy informed me that the two small slumps, the one just east of the
RPE and the one just above concrete apron at the RPEE sediment ditch, will not be reworked at this point. She
indicated that they will be reseeded and allowed to "heal". This is probably a good idea as any attempt to
remediate these very small slumps will create a large disturbance. With the good vegetative cover currently on the
slopes, any additional disturbance could exacerbate the problem.
DOCUMENTS RECEIVED: None
This concludes the 26 June 2015 complete inspection report for the West Elk Mine.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4
Page 4 of 14
