June 26, 2015 C-1980-007/West Elk Mine JRS <br />- The ditches along the main haul/access road and the haul road to the Sly Gulch facilities area were all clean and <br />stable at the time of the inspection. No erosional problems were noted in any of these ditches. <br />- The ditches around the lower portion of the LRP were all clean at the time of the inspection. No problems were <br />noted in any of these ditches. <br />GENERAL MINE PLAN COMPLIANCE: <br />- The operator was currently mining in longwall panel E5. They were just past cross -cut 15 at approximately <br />station 23+60. Development of the longwall panel E6 headgate and start room has been completed. Work has <br />started on the longwall panel E7 headgate. Development work was just past cross -cut 6. Work also continues on <br />the Sunset Mains. Development of the mains is just past cross -cut 16. Mining is progressing as permitted and <br />shown on Map 51 - E -Seam Projected Operations. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11; Drainage Control; Surface <br />Stabilization; Placement: <br />- The active bench of the RPEE was stable and in good condition. There was a small pile of refuse that has been <br />hauled to the RPEE from the RPE (F -Seam belt rehab work) that will need to be spread and compacted. There <br />was no water pooling on the surface of the pile and no erosional or stability problems were noted. The material <br />from the small slide that was noted on the west edge of the RPEE above this bench has been removed. The <br />material was used on the HR -1 berms. The operator was in the process of installing a clinometer at the edge of the <br />working bench to determine if there is any movement of the pile. The recently reclaimed slopes were basically <br />stable. There was some minor rilling and a small slump on the lower west corner of the third lift, which needs to <br />be repaired now that the ground is dry. There were also several spots where the elk have knocked down the silt <br />fence that will need to be repaired. There was a lot of good first year grass germination/growth on the newly <br />reclaimed slopes of the RPEE. Overall, the RPEE was in good condition. <br />- The RPE was stable at the time of the inspection. There was no water pooling on the surface and no erosional <br />problems were noted. The pile of stockpiled material from the F -Seam beltline rehab work is being moved to the <br />RPEE. Approximately one quarter of the material has been moved. The reclaimed slopes of the RPE were stable <br />and well vegetated. There is good germination/growth of grasses on the outslopes that were originally <br />hydroseeded in 2013 and reseeded in 2014. No erosional problems were noted on the outslopes. Overall, the RPE <br />is in good condition. <br />ROADS — Rule 4.03: Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- The haul road to the Sylvester Gulch Facilities area was well maintained and stable. The operator just applied <br />MgCl to the road to aid in dust suppression. There were no ruts or erosional problems noted on the road at the <br />time of the inspection. <br />- The haul road to the RPEE was stable and well maintained. The surface has a good layer of gravel on it and <br />there were no problems with erosion or rutting noted. <br />- The roads around the coal stockpiles and silos were all stable and well maintained at the time of the inspection. <br />The operator applied MgCl on these roads to help aid in dust suppression. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 14 <br />
