June 16, 2015 C-1982-056/Foidel Creek Mine JLE
TC is finalizing abandonment reports for the Wolf Creek Reserve coreholes that were drilled in 2014. Brian
Watterson showed me the abandonment report he was preparing to submit. It appears all of the coreholes have
been sealed. According to Mr. Watterson, TC will be conducting surface reclamation and maintenance of the
corehole drill sites. Several coreholes were observed during the Division's April 2015 inspection. It was noted
that surface grading needed to be conducted at several of the coreholes and erosion control waddles would need to
be installed around the corehole sites. According to Mr. Watterson, TC has not finished these reclamation and
maintenance activities at the time of this inspection. This issue will be evaluated in future inspections by the
Division.
The Foidel Creek School House was observed. The school house is fenced and appears un -affected by the mining
operation.
PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
The Coal Refuse Disposal Area (CRDA) was observed. The underdrain and the seeps adjacent to the underdrain
outlet was discharging at the time of the inspection. It appears refuse was windrowed on the uppermost bench of
the CRDA expansion area and on the top of the original refuse disposal area. TC has constructed a portion of the
RDA -6 drainage on the north east side of the first bench face of the CRDA expansion area. The drainage dead
ends at the toe of the second bench. TC will need to extend this drainage around the second bench. Topsoil
appears to have been stripped on the west edge of the refuse expansion area. According to Jerry Nettleton, this
material may be hauled and placed directly on the completed face of the CRDA expansion area. If so, TC will
also need to place the appropriate amount of subsoil on top of the refuse before the topsoil is placed in accordance
with the approved plan. The drainage area on the west side of the CRDA has a significant whitetop infestation
that will need to be treated.
Figure 7.
