Interoffice Memorandum <br />4.11 <br />Please refer to comments on Rule 2.05.3(8) for additional discussions regarding coal mine waste <br />at Trapper Mine. Mine waste water is impounded in waste pond Impoundment H. Engineering <br />design is found in Appendix Q and is also outlined in Table 4.8-6 and meets are criteria for Rule <br />4.11.5. <br />All information required by Rule 4.11 is present within Trapper's permit and no additional <br />comments are required. <br />4.12 <br />A major landslide event occurred at the Trapper Mine on October 8, 2006. General discussion <br />regarding the land slide and preventative measures are outlined in Section 3.3.3. Preventative <br />measures against landslides are also included within Trapper's permit. Geotechnical <br />assessments for applicable areas are found in Appendix T. <br />All information required by Rule 4.12 is present within Trapper's permit and no additional <br />comments are required. <br />4.13 <br />Reclamation efforts set in the permit is to occur as contemporaneously as practicable with <br />mining operations. Contemporaneous reclamation discussion is found in Section 3.1.5. Timing of <br />each phase of reclamation on the Trapper Mine is outlined in Section 3.5.2. <br />All information required by Rule 4.13 is present within Trapper's permit and no additional <br />comments are required. <br />4.14 <br />Backfilling and grading discussion is found in Section 3.5 of Trapper's permit. Post mining <br />topography can be found on Map M12. As stated with Rule 4.05.8(1)-(3) in this memo, acid and <br />toxic forming materials are not expected to be encountered at the Trapper Mine. Rule 4.14.3 is <br />not applicable for Trapper mine. Trapper mine has an estimated swell factor of 1.25 making Rule <br />4.14.4 also no applicable. Calculations and discussion regarding thick versus thin overburden can <br />be found in Section 3.5.7. <br />All information required by Rule 4.14 is present within Trapper's permit and no additional <br />comments are required. <br />This concludes my review of Trapper Mine's permit for Midterm #7.
