Interoffice Memorandum <br />See 4.03.1(1)-(5) for comments. <br />All information required by Rule 4.03.2(1)-(5) is present within Trapper's permit and no <br />additional comments are required. <br />4.03.3(1)-(5) <br />See 4.03.1(1)-(5) for comments. <br />All information required by Rule 4.03.3(1)-(5) is present within Trapper's permit and no <br />additional comments are required. <br />4.05 <br />4.05.8(1)-(3) <br />As stated in Trapper's permit under Section 3.5.6, no acid or toxic spoil exists. This statement is <br />based on the chemical characteristics outlined in Section 2.7. Based upon Trapper's analysis and <br />discussion, Rule 4.05.8(1)-(3) is not applicable. <br />Rule 4.05.8 is not applicable. No additional comments are required. <br />4.08 <br />Blasting discussion is found in Section 3.4. Notices for blasting are outlined on Tables 3.4-2 and <br />3.4-3. Records should be kept on site but the records sheet outline is described in Section 3.4.4 <br />and outlined in Table 3.4-3. General blasting patterns can be found on Figure 3.4-4. <br />All information required by Rule 4.08 is present within Trapper's permit and no additional <br />comments are required. <br />4.09 <br />Excess spoil is transported and spread at Horse Gulch Fill. By definition, Horse Gulch Fill is a head <br />of hollow fill and must meet all the standards set forth in 4.09.1, 4.09.2 and 4.09.3. General <br />discussion of the Horse Gulch Fill is located under Section 3.5.3. Hydrologic and geotechnical <br />engineering assessment and design criteria as well as more in depth conversations of the fill are <br />located in Appendix S (hydrologic) and Appendix T (geotechnical). Inspection criteria is outlined <br />in under Section 4.5.3 and meets are criteria of Rule 4.09.1(11). Rule 4.09.4 is not applicable for <br />Trapper Mine. <br />All information required by Rule 4.09 is present within Trapper's permit and no additional <br />comments are required. <br />4.10 <br />No coal mine waste banks are located in the Trapper Mine. <br />Rule 4.10 is not applicable. No additional comments are required. <br />
