Response: This ditch has been completed. Maps 12 and 12A have been modified and <br />resubmitted in response to this and other related comments. <br />11. Map 12 shows the Final East Pit Ditch as being constructed from approximately stations 0+00 to <br />6+00 and with the remaining stations being shown as "future" construction. It is the Division's <br />belief that this ditch has been almost entirely constructed. Please review the Final East Pit <br />Ditch as it is shown on Map 12 and correct as necessary (please note, some portions of the <br />ditches carry over to Map 12A, which will also need to be reprinted and resent). <br />Response: Reaches 1 and 2 of this ditch have been completed, and Reach 3 is <br />completed from Station 0+00 through Station 13+96. Maps 12 and 12A have been <br />modified and resubmitted in response to this and other related comments. <br />12. Please note that most of the maps contained in the Technical Revision 105 submittal are also <br />contained in the Permit Revision 04 submittal. Since a number of the maps in this submittal will be <br />changing, their corresponding maps in the PR -04 submittal will also need to be changed. To avoid <br />any extra printing and shipping costs, the Division suggests that Colowyo not change any of the <br />maps in the PR -04 submittal until TR -105 has been approved. <br />Response: No response required. <br />Rule 3.02.2- Determination of Performance Bond <br />13. To avoid unnecessary time an effort, the Division will determine the change in reclamation <br />liability for Technical Revision 105 following the completion of the technical adequacy review(s). <br />Please note that the Division is currently performing a midterm review of the Colowyo permit. <br />Since this revision proposes major changes to the reclamation liability, the Division will not be <br />calculating the reclamation liability at the Colowyo Mine in conjunction with the midterm review. <br />Rather, the Division will calculate a complete update of the Colowyo Mine reclamation liability <br />with Technical Revision 105, including the proposed changes to the post -mining topography and <br />drainage channels. <br />Response: No response required. <br />Rules 4.13 and 4.14- Contemporaneous Reclamation and Backfilling and Grading, <br />14. Mining in the West Pit has, for all practical purposes, been completed in the West Pit. Map 29 - <br />Spoil Grading -South Area, shows a fairly good progression of backfilling and rough grading unti12019. <br />There is a reclamation block that is proposed for backfilling and rough grading from 2020-2024. <br />Additionally, there is a larger reclamation block that is proposed for backfilling and rough grading <br />from 2025-2029. Please explain why this additional time is necessary for backfilling and rough <br />grading these blocks. Please explain how this timing meets the definition of contemporaneous <br />reclamation as required by Rule 4.13. Please include this discussion, as appropriate, in the <br />permit under Rules 4.13 and 4.14. <br />Response: The reclamation block scheduled for 2020-2024 includes the final backfilling <br />and regrading in the South Taylor Pit. The reclamation block scheduled for 2025-2029 <br />includes the haul road accessing the South Taylor Pit, the associated corridor necessary <br />for backfill and regrading the corridor and the administration/shop/facilities area which will <br />be the final area reclaimed.
