May 19, 2015 C-1981-022/Elk Creek Mine RAR <br />Construction 4.03.1(3)/ 4.03.2(3); Drainage 4.03.1(4)/ 4.03.2(4); Surfacing and Maintenance 4.03.1(5) and <br />(6)/ 4.03.2(5) and (6); Reclamation 4.03.1(7)/ 4.03.2(7): <br />All roads in and around the facilities area and off site locations were stable but muddy due to the time of year with <br />no problems noted. <br />SUPPORT FACILITIES Rule 4.04 <br />Equipment and machinery continued to be organized around various storage and staging areas of the <br />facility awaiting auction. The auction is scheduled for June 2015. <br />The Bear Creek fan is in the process of being dismantled. The consistent spring rains caused delays in <br />the process. Reclamation will take place at this area. <br />HYDROLOGIC BALANCE Rule 4.05: <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7; 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Embankments, spillways and inlets to East Yard pond, and ponds Al, B C, D, F and the facilities water supply <br />ponds were observed during the inspection. All appeared to be stable and functioning, and no ponds were <br />discharging or being pumped at the time of inspection. The East Yard pond held water, and was not discharging <br />(DMR outfall number 010). At the Sanborn Creek substation 3 (outfall 013) held water but was not discharging. <br />Pond D (outfall 16) and Pond F (outfall 19) held water but were not discharging. Vegetation was beginning to <br />emerge and no evidence of instability or damage was noted on pond slopes. Discharge channels were free of <br />debris with the exception of: <br />• Pond F at the Hubbard Creek Fan site where the primary spillway pipe had been blocked due to Hubbard Creek <br />overflowing its banks. This was immediately cleared during the inspection. <br />The following maintenance issues from previous inspection have been adequately resolved: <br />• Gullying from road drainage into ponds B and Al has been addressed. <br />The observed ditches and culverts were in stable conditions. No issues were noted with ditches or culverts, <br />with the exception of the following: <br />• Disconnected ditch piping at the Hubbard Creek Fan site. <br />• Rocks in ditch above Hubbard Creek Fan need to be removed and ditch top reestablished in a couple of places. <br />The following maintenance issues from previous inspection have been adequately resolved: <br />• The pipe at Power Line Road conveying cables has been addressed. <br />• Ditch D3 Lower is compromised from Powerline Road to the Washbay and Oil Storage area due to gravel that <br />was deposited. This has been excellently reestablished and wattles installed. Photos la and lb. <br />• Debris and equipment in Ditch D9 (clean water ditch) was removed and situation adequately addressed. <br />AIR RESOURCE PROTECTIONRule 4.17: <br />No fugitive dust emitting from waste piles, or roads was observed during the inspection.
