June 10, 2015C-1981-014/Southfield MineRDZ <br />RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br />The RDA was inspected from the road/track along the toe, and two issues were identified: <br />Near Pond 4, just south of the clump of trees, a slump has appeared (reappeared per George Patterson). It <br />is approximately 10 feet in diameter and about 18 inches deep. <br />Just south of the entrance road on the east side of the RDA there are bare spots that are devoid of <br />vegetation and contain a white substance, apparently a leached mineral due to recent rains. The largest of <br />these spots is approximately 10 feet by 20 feet. <br />Both of these issues need to be repaired by EFCI in the next month. <br />At the portal area, Pond 3, and loadout, no large bare spots, erosion, or weed patches were seen (except for some <br />cheat grass, which was also seen in small quantities at the RDA). <br />The erosion control practices (BMPs) at the portal area were inspected. Near the gravel lot, wattles require <br />maintenance. Rills are undercutting the wattles, and sediment removal is necessary. The vegetation on this <br />hillside is becoming well established, although much of it at this time is cheat grass. Wattles also require <br />maintenance at the northwest corner of the truck tunnel. All of this maintenance should be done by the end of <br />June. <br />REVEGETATION –Rule 4.15 <br />Vegetative Cover; Timing: <br />In the recent reclamation at the loadout (the former ponds) there is extensive vegetation emerging. Even <br />in the more bare spots, some vegetation was observed. <br />At the subsidence repairs between the RDA and County Road 15 (near the Thompsondriveway), much of the <br />mullein reported in previous reports was dead. There are still bare areas, but now emergent vegetation is <br />apparent. <br />SUBSIDENCE –Rule 4.20: <br />The inspection included walking for 30 minutes in and along Newlin Creek, north of theThompson <br />driveway, including the area that has been flagged by Dr. Corley. There were no signs of cracks or slumps in <br />these areas. There was significant flow in the creek; this flow did not appear to decrease through the flagged area. <br />The subsidence repairs that are shown on Map 12 between the RDA and County Road 15 (near the Thompson <br />driveway) were inspected, and the adjacent area was walked. There were no signs of new subsidence impacts. <br />OFFSITE SUPPORT FACILIITES -Rule 4.04, 4.28: <br />See Revegetation section for discussion of reclaimed ponds at the loadout. The silt fences at the two <br />former pond areas need to be repaired in the near future, certainly by the end of June, but preferably sooner. <br />TOPSOIL –Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Two topsoil stockpiles were observed and no significant problems were identified. These include the one <br />near the gravel parking lot in the facilities area and the one at the northwest corner of the RDA.
