The weather was cloudy. The <br />ground was somewhat muddy, and therefore the Monarch Fan road was not inspected. The inspector met George <br />Patterson in the Florence office for a records check. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage –Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The two ponds at the mine site, Pond 4 and Pond 5, were holding significant quantities of water. Neither <br />of these ponds was discharging. No major problems were found with embankments, flumes, or spillways. <br />No problems were seen with the two culverts that act as inlets to Pond 5, except that the longer culvert has holes in <br />the upper portion of the pipe. EFCI should discuss this with the landowner to determine a possible solution. <br />The recently-repaired erosion near the truck tunnel looks stable. <br />Discolored drainage from the truck tunnel was inspected. It is a rust color, possibly from iron in the steel of the <br />structure. This does not appear to be a significant water quality problem as it is not reaching Pond 5 (no <br />discoloration was seen in the pond); furthermore, Pond 5 has not been discharging, even after the large amount of <br />rain this spring season.
