May 26, 2015 C-1982-056/Foidel Creek Mine JLE <br />SUPPORT FACILITIES - Rule 4.04: <br />The 15LT borehole and Ventilation Shaft site was observed. The water treatment ponds were holding water. The <br />site appears stable and no problems were noted. <br />The 6MN reservoir was holding water and appeared stable. The diversion ditch upstream from the reservoir was <br />observed and appeared functional. The ventilation shaft south of the reservoir was observed, no problems were <br />noted. The 6MN ventilation shaft site north of the reservoir was observed. The development waste pile and <br />topsoil stockpiles appear vegetated and stable. The sediment pond was holding water and it appears the spillway <br />area has been recently worked on. Previous inspections have noted that the spillway of this pond was not <br />constructed in compliance with the approved design. I spoke with Jerry Nettleton with TC regarding this issue and <br />he indicated the spillway had been reconfigured. The Division will evaluate this during the next site inspection. <br />The main facilities area was observed. No problems were noted with the coal handling facilities and equipment <br />storage areas. <br />The BOB pile and loadout facilities appear active. The BOB pile is very close to the topsoil stockpile located to <br />the south. TC will need to take precautions to not disturb the stockpiled topsoil material. The ditch north of the <br />BOB pile appears functional. <br />OTHER: <br />The maintenance items listed below were noted during the April 8"', 2015 site inspection. These items will need to <br />be addressed and will be evaluated on the Division's next site inspection. <br />• The drainage ditch leading to Pond T is damaged and the water is short circuiting to the pond. This ditch <br />will need to be repaired. <br />• A large metal tube has rolled down from the material storage area into the drainage above Pond T. This <br />tube will need to be brought back to the material lay down area. <br />• The spillway of the 6MN Sediment Pond has lost its approved trapezoidal design and should be repaired <br />to the design specifications as required by Rule 4.05.9. According to Exhibit 08X, the spillway needs to <br />have a 12 foot bottom width and 2:1 side slopes and needs to be 1.2 feet deep. This item may have been <br />addressed. See SUPPORT FACILITIES section above for details. <br />• The ditch along haul road C near the railway crossing has been cleaned and rock checks have been <br />installed. The culvert from the repaired roadside ditch under the railway tracks is 3/4 full of sediment and <br />should be cleaned out. <br />• The culvert under road C west of the rail tracks is about 1/2 full of sediment and will need to be cleaned. <br />• Three 8" pipes are identified under the 6MN access road to aid in the drainage of water in the area. These <br />pipes are not identified on Map 24 and no designs for these pipes exist. Please evaluate these pipes and <br />submit the appropriate designs to be included in the permit. Also, these pipes were partially clogged and <br />will need to be cleared.
