Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />R - Processing Waste N - Topsoil <br />COMMENTS <br />An aerial inspection was conducted on May 26, 2015 by Harry Ranney with the Colorado Division of <br />Reclamation, Mining and Safety (Division) of the Foidel Creek Mine; permit No. C-1982-056; operated by <br />Twentymile Coal, LLC. (TC). I, Jared Ebert with the Division reviewed the photographs taken by Mr. Ranney <br />and wrote this inspection report. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Area 1 Pond, Sewage Treatment Lagoons and Ponds D, E, F, G and T were holding water and appeared <br />functional. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The Coal Refuse Disposal Area (CRDA) was observed. It appears the operator is currently windrowing and <br />placing refuse on the second bench of the CRDA expansion area and possibly on top of the original CRDA area. <br />The topsoil stockpile is vegetated in most places, there appears to be areas where new topsoil has been placed that <br />have not been stabilized with vegetation. TC should evaluate the topsoil stockpile and determine if areas devoid <br />of vegetation are in their final configuration; if so, these areas should be stabilized with vegetation. The cover <br />material stockpile was also observed; vegetation seems sparse on this pile and may need to be re -seeded. <br />Diversion ditch RDA -4a is visible east of the CRDA expansion area. This ditch appears functional. Permanent <br />diversion ditch RDA -6 appears to have been initially constructed and extends to the top of the first bench of the <br />CRDA expansion area.
