MANAGEMENT <br />DRMS's letter dated June 3, 2015 transmitted its preliminary adequacy review for the referenced <br />technical revision application. On behalf of Bowie Resources, LLC, (BRL), following are its responses to <br />the DRMS' comments and concerns. <br />Volume III, Exhibit 5 — Drill Pad and Roads — Baseline Vegetation Survey <br />DRMS- In section 2.2 Sample Layout, the last sentence of the first paragraph states that the <br />sampling universe is shown on maps 1 through 5. Map 1 was not included in the baseline survey <br />package. Please submit map 1 or clarify the statement. <br />BRL - Map 1 should have been available in the material transmitted to DRMS. Map 1 is located <br />on page 2 of the baseline vegetation study. In any case, Map 1 is attached. <br />DRMS - In the Bowie 2 permit, Volume 1- 2.04 Information on Environmental Resources page <br />116, two endangered plant species were identified that may occur in Delta County, clay loving <br />wild buckwheat and Colorado hookless cactus. It was concluded that the distribution and/or <br />habitat is not present in the lease by application area as of the 2003 baseline vegetation report. <br />Please update this section of the permit with a discussion regarding the two plant species and <br />if their distribution may or may not occur in the new lease area. <br />BRL - The first paragraph on page 2.04-116 states the two endangered plant species were not <br />found in any of the vegetation studies performed to date. The second paragraph on page 2.04- <br />116 states in part " The EA concludes that no lands within the lease by application review area <br />(COC -75916) are designated as Critical Habitat, proposed to be designated as Critical Habitat, or <br />determined to be essential habitat for any federally -listed Threatened or Endangered plant or <br />animal species, or species proposed for listing". The EA was written in 2013. <br />
