May 18, 2015 C-1981-025/North Thompson Creek Mine RAR <br />This complete inspection of North Thompson Mine outside Glenwood Springs, Colorado was conducted on Monday <br />the 18'h of May 2015. Ground conditions were damp and in places muddy. The day was overcast and 45° F and <br />rainy. No snow was present. <br />Robin Reilley accompanied by Dan Hernandez both of the Division of Reclamation Mining and Safety (DRMS) <br />conducted the inspection. This is a inactive site; therefore no company/operator was present for the inspection. <br />This was a complete inspection with a focus on hydrology and revegetation progress. The inspection was begun at <br />the reclaimed Mine 3 portal. <br />SIGNS AND MARKERS Rule 4.02: <br />Mine Identification signs and surface disturbance markers identified during this inspection were installed as <br />required throughout the areas visited. The exception being that the: <br />• Permit boundary sign at far end of the site is shot up and propped up between rocks rather than mounted on its vertical <br />pole. <br />HYDROLOGIC BALANCE Rule 4.05: <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7; 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The observed long pond and ponds T1, T2, P9 and the refuse pond appeared to be functioning. With the exception <br />of the refuse pond that held only a little water the other ponds held significant water. Discharge channels were free <br />of debris. Vegetation was beginning to emerge and no evidence of instability or damage were noted on pond slopes <br />with the exception of: <br />• Possible slumping at the outslope between pond T2 and refuse pile where the ditch stops discharging water; Photo 4. <br />• Trees in embankment of Refuse Pile pond. <br />AIR RESOURCE PROTECTIONRule 4.17: <br />There were no indications of sediment or dust movement off site. <br />BACKFILL and GRADING Rule 4.14: <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The portal and bench area appeared stable with no signs of slumping or bulging. <br />RE VE GE TA TION Rule 4.15: <br />Vegetative Cover; Timing: <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 4 of 9 <br />
