For historical purposes, I would like to add that much of the area where my mining operation is located <br />was previously altered and formed by the early miners in the late 1800's. Old tailings from the property <br />were used by Boulder County for restructuring and rebuilding County Rd. #83 in the 1960's prior to my <br />purchasing the property. To reclaim the area to its "natural state", may be quite subjective and nearly <br />impossible to do. We would hope that an understanding of this history to the property would be taken <br />into account and leniency by the DRMS in meeting the release of the permit through the reclamation <br />requirements. <br />With the proposed changes to the reclamation plan, our warranty bond should, therefore, remain the <br />same and not constitute an increase. This would then put me in monetary compliance of the warranty <br />bond, which in turn, will allow for the permission for a temporary (S year) cessation of active mining <br />requirements at the Phil Sheridan Lode. <br />Thank you for your time in considering my plan revisions to permit #M-1988-081. <br />Sincerely, <br />Harry D.
