5.5.5 ReveQetation Success Criteria Procedures - Irrigated Cropland (Prime Farmland)
As described in permit Section 2.06.6, the portion of the IC that is considered Prime Farmland
will be sampled in years 8 -10, or later until the revegetation requirements are met. Permit
section 2.06.6 contains further information on this topic.
5.6 Irrigated Cropland Interim Monitoring
For Non -prime Farmland Irrigated Cropland, interim monitoring will occur in Years 2 and 8, to
accommodate the standard practice of replanting alfalfa in Year 7. Interim monitoring is not the
same as the sampling required for a Phase 2 bond release. The interim monitoring is to provide
the Division, the landowner and WFC the information needed to assess the progress and make
any necessary adjustments, if needed.
For the interim monitoring in Years 2 and 8, a qualified vegetation or agronomy professional will
make an estimate based on visual assessment and /or clipped plot sampling conducted just
prior to 151 cut harvest, and report, at a minimum, the estimated percent composition by weight
of alfalfa and the estimated percent composition by weight of permit listed noxious weeds, for
the alfalfa field or fields that would be included within a single block for future bond release.
The report to be prepared based on the evaluation will include a statement of professional
opinion as to whether the subject field(s) would meet the bond release criteria of at least 85%
relative production of alfalfa and no more than 1 % relative production of permit listed noxious
weeds.
Monitoring based on first cut production will be conducted in interim monitoring years, using
methodology similar to bond release vegetation studies. Attainment of sample adequacy is not
required. The estimated hay production will be reported in pounds per acre.
Final revegetation evaluation for bond release on Prime Farmland will occur in years 8, 9 , and
10. Final revegetation evaluation for Non -prime Farmland will occur only in years 9 and 10. See
permit Section 2.06.6 for further Prime Farmland discussion. Final monitoring of all Irrigated
Cropland will consist of evaluations to meet all requirements in the success standards.
5.7 Irriaated Cropland - Liability Period Management
Irrigated Cropland will be managed to a high level. The Morgan Property will be managed by
the Morgans, who have extensive experience in cropland management on their property. The
August 2013 PR -08 2.05.4(2)(e) - 50
