Oblique aerial photographs were taken on May 26, 2015 and reviewed in the Denver office by Jason <br />Musick of the Division on June 2, 2015. The sky was clear and site conditions observed in the photographs were <br />dry at the time of the inspection. One coal train was in the process of loading at the time of the inspection. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds D, F, J, and C were observed in the photographs. Ponds J, D, C and F were holding water. No run-off was <br />observed in established ditches or from the refuse piles in the photographs. No problems were noted. <br />All established ditches observed in the photographs were stable with no evidence of instability or damage. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Gob Pile #I <br />Gob Pile #1 is inactive with cover material placed. Technical Revision No. 97 is currently under review to <br />provide a variance from the requirement of Rule 4.10.4(4) for 0.2 acres of Gob Pile #1 where the slope was <br />identified as being greater than 2:1. No problems were noted based on the photographs of Gob Pile Al. <br />Gob Pile #2 <br />New wet material was in the process of being placed and rotated at the time of the inspection. One excavator was <br />working at the north end with one articulated dump truck in leaving the area on bench 4 of the pile and another <br />entering the pile. Two bulldozers, an excavator, and one compactor were idle on the haul road. Cover material is <br />placed on out -slopes of benches 1, 2, and 3. Based on the photographs, there were no signs of erosion or <br />instability of the pile or problems noted, with the exception of the following: <br />- Standing pools of water were noted on the gob pile on the graded portion of the southeast end of Bench <br />Number of Partial Inspection this Fiscal Year: 14 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 8 <br />
