• COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />O1 June 2015 <br />Tom Bird <br />Manager of Coal Services <br />GCC Energy, LLC <br />6473 County Road 120 <br />Hesperus, CO 81326 <br />Re: King Coal Mine — Permit No. C-1981-035 <br />Review of 2014 Annual Reclamation Report (Ver. 3) <br />Dear Mr. Bird: <br />The Division has conducted a review of the Revised Annual Reclamation Report (ARR) <br />submitted on May 29, 2015 for calendar year 2014 at the King Coal Mine. (The revised ARR <br />was prepared in response to comments made in the Division's May 28, 2015 review of the April <br />21, 2015 revised 2014 report.) <br />The Division's May 28, 2015 comments are repeated below, and are updated to reflect our <br />review of the revised ARR. All comments have been satisfactorily addressed. Notes to be <br />considered in reports for 2015 and future years are made in bold, italicized font. <br />2.04.13(1)(b) Location and number of acres disturbed during that year; <br />DRMS 04/17: At King I, the clear water ditch north of the refuse pile was shifted further up the <br />hillside in 2014. It does not appear that the additional surface disturbance has been accounted <br />for on the ARR form. Please submit an amended form which addresses this increase. Written <br />discussion should also be provided, explaining the reason for the increase in disturbed area. <br />DRMS 05/27: Revised forms for both King I and King II were submitted, with disturbed <br />acreages updated to incorporate measurements gained from a November 2014 (the King II form <br />indicates it was November 2015) aerial survey. It is generally preferred to include text and <br />discussion regarding disturbance or reclamation activities in a cover page (or section), rather than <br />using notes typed into the form itself, where space is limited. If GCC is amenable, we suggest <br />that a separate page be created which discusses what activities were conducted in the preceding <br />year(s). (The Division can provide examples from other mines, if that would be helpful.) <br />DRMS 06/01: Text was shifted from the form to the cover letter. This item has been <br />satisfactorily addressed. In future years, please expand the discussion to include specific <br />information about any new disturbances. As an example, drilling activities conducted in 2015 <br />should be discussed in the 2015 ARR. <br />2.04.13(1)(e) The species, location and number of acres of vegetation planted during that year, <br />including any augmented seeding or cultural practices.
