I. Introduction <br />Tri-State Generation and Transmission Association (Tri-State) is the parent company to <br />Axial Basin Coal Company, which is the general partner to Colowyo Coal Company L.P. <br />(Colowyo). The Neilson Pit which is owned by Tri-State and operated by Colowyo is <br />located approximately 28 miles southwest of Craig, Colorado in Moffat County on State <br />Highway 13/789. State Highway 13/789 provides direct access to the mine from Craig and <br />Meeker, Colorado. The elevation of the mining area is approximately 7,300 feet above sea <br />level. As permitted the Neilson pit is a Limited Impact (110) Operation that has been <br />approved as an Intermittent Status operator. <br />II. Disturbances to Affected Lands <br />During 2014, there have been no new disturbances within the permitted area. A revised <br />Map 1 has been included within this annual report as required. There has been limited <br />material extracted from the pit. There will not be any new disturbances occurring in <br />2015. <br />III. Required Monitoring Information <br />Per permit M-2007-026 monitoring is not required at the Neilson Pit site. <br />IV. Reclamation Status <br />No reclamation has begun as of June 2008. Reclamation is not scheduled to commence <br />until all operations cease. <br />V. Operational Dates <br />Permit M-2007-026 was issued on June 15, 2007. Mining has occurred since that time on <br />a limited basis and will continue until the mineral is mined out or additional material is <br />not required to support coal mining operations. <br />VI. Intermittent Status <br />On April 25, 2013, Colowyo submitted a technical revision to its permit to change the <br />operation status to an "Intermittent Status". Intermittent Status is defined as operating <br />less than 180 days per C.R.S § 34-32.5-103(11)(b); Rule 1.13.5(1). The approval of this <br />request was granted on July 5, 2013. <br />
