Cover material is placed on the three lower benches <br />that have been backfilled and graded to final configuration. The upper bench remains open for additional refuse <br />placement. Topsoil has been placed and erosion control mat is in place. A small amount of vegetative growth was <br />observed on the pile at the time of the inspection. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />All roads in and around the facilities area and off-site locations were wet and muddy, but stable with no problems <br />noted. <br />SUPPORT FACILITIES - Rule 4.04: <br />Facilities areas were stable with no issues noted, with the exception of the following: <br />- The southern edge of the B -Seam Portal pad was encroaching the boundary of disturbance with coaly <br />material and tubing that has rolled off the pad. This material is required to be removed and pulled back to <br />ensure that it remains within the area of approved disturbance. <br />SIGNS AND MARKERS — Rule 4.02: <br />All required signs and markers inspected were in place and stable at the time of the inspection, with the exception <br />of the following: <br />- Disturbance area markers were not identified on the southern boundary of the B -Seam Portal pad at the <br />time of the inspection.
