Compliance With Mine Plan <br />N - Support Facilities Not On-site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a special focus inspection of the New Horizon North Mine conducted by Brock Bowles of the Colorado <br />Division of Reclamation Mining and Safety and Spencer Shumate and Howard Strand of the Office of Surface <br />Mining Reclamation and Enforcement (OSM). Frank Ferris of Western Fuels -Colorado was present for the entire <br />inspection. The weather was overcast and raining. The temperature was approximately 50F and the ground <br />conditions were very wet. The special focus of this inspection was blasting records. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />The ground conditions and roads were very wet. Water trucks were not in use during this inspection. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The records for blasts #1792 thru #1801 were checked for compliance with Rule 4.08.5. Overall, the <br />blasting records were in order with all the required information. The annual calibration for seismograph #4504 has <br />expired and needs to be re -calibrated. <br />A parting blast took place during this inspection. Mine personnel blocked the 2600 Rd, 2650 Rd, Z50 Rd and the <br />pit was cleared. Light rain showers were scattered in the area but a heavy rain developed over the mine pit during <br />the blast. 220-8' holes were drilled, 21# blasting material/ hole and 3 holes were ignited simultaneously. 3 <br />audible signals were heard over the radio and at the mine site before the blast and a long steady whistle was heard <br />over the radio and at the mine site after the blast. The seismograph located next to the nearest structure was <br />retrieved after the blast.
