May 19, 2015 C-1994-082/Yoast Mine JHB <br />No problems were observed with YPM4, YPM 4-2 or YPM-17. Pond 13 was discharging clear effluent @ 0.35 <br />on the flume. There was sediment in the flume, rendering this staff gauge measurement inaccurate. SCC uses the <br />bucket and stopwatch method for determining discharge rate from Pond 13. Pond 13 embankment had good <br />vegetative cover. No concerns were noted with pond 13 inlet, embankment, primary riser or emergency spillway. <br />Pond 13 was in good order. <br />YPM-5-1 was in good order. Some rilling is occurring on the slope east of YPM-5-1 south of pond 12A. These <br />rill features should be watched to assure they do not become gullies. All runoff from these rills are directed into <br />YPM-5-1 and subsequently Pond 12A. <br />YPM-6-2 was holding up well and had a good rate of run off from YPM-7 and YPM-6-1. No scouring or side <br />cutting of the rip rap was observed in YPM-6-2. <br />The fog moved in rendering observations at any distance limited. <br />Pond 12 was discharging. This flume is clogged with vegetation and unlevel. SCC has slated this flume for <br />replacement. SCC currently uses bucket & stopwatch method for determining discharge rate from Pond 12. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The main access road from Routt County Road No. 27 was very wet and impassable. A livestock loading <br />ramp was parked in the middle of the mine access road. <br />No attempt was made to drive on LU3-B, LU5, or any of the light use roads due to the wet conditions. The mine <br />is reclaimed and only limited vehicle is required for monitoring so roads are maintained to allow for periodic <br />monitoring. The only spot of concern is a 50-75 foot long stretch of light use road along the north side of SP06-3 <br />that has runoff channeling along the northern edge. This area was discussed in the hydrology section. The <br />operator is evaluating the best practice for routing runoff across the road to YPM-3-2. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The mine has received a lot of rain over the previous week or more. The site is greening up well and the <br />reclaimed vegetation is growing vigorously. Few noxious species were noted, however, houndstongue, Canada <br />thistle and bull thistle are present but rarely in concentrated patches. The operator noted areas were small patches <br />of thistle are establishing in order to control these spots. Broadcast seeding of approved permanent seed mix is <br />part of the weed control practice once the noxious species have been controlled in order to fill in bare areas that <br />would be prone to re -invasion. <br />SLIDES and DAMAGE - Rule 4.12: <br />Areas of instability identified previously (2011 or previous) do not show signs of recent movement and <br />appear to have stabilized.
