Scott Cowman of Seneca Coal Company <br />accompanied the inspector and represented the operator. The weather was foggy and raining. The main access <br />road from RCR No. 27 was muddy and impassible. The area has received several consecutive days of rain. <br />Weather conditions made access to several areas of the permit impossible. The mine is a reclaimed surface mine. <br />As such, no mine personnel are on the mine site and road ways are maintained for limted access only. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were verified in the Peabody Sage Creek office. Records were found to be retrievable and up to <br />date. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 10 was inaccessible. <br />Pond 14 was holding a pool of water but was below the discharge elevation. YPM 3-2A, YPM 3-2 and YPM-14 <br />drainage had considerable runoff flow. All three drainages were holding up well. Gabions were functioning well. <br />Water flow was pooling on the upstream side and sediment was dropping out, while water flow continued through <br />the gabions. Runoff was not short cutting, or side cutting the rip rapped drainages. <br />The runoff noted in the April 2015 inspection report that is starting to gully immediately west of SP06-3 continues <br />to downcut. This flow is caught in YPM3-2 and is controlled by Pond 14. The Division has concerns about the <br />runoff on the slope north of SP06-3. Runoff from this slope area continues to rill and concentrate flow. The <br />operator was evaluating directing runoff into the permanent drainage further to the east, at approximately the <br />northern point of SP06-3.
