Mr. Lewicki
Page 6
May 21, 2015
31. The Reclamation Plan states that the majority of the site has been reclaimed using standard
procedures for restoring rangeland use. Please specify which portions of the site have
undergone reclamation.
32. The Reclamation Plan does not address the removal of the river crossings. Please clarify if
river crossing will remain following the completion of reclamation.
33. The Applicant has stated fines will be salvaged for use during final reclamation of the site.
Please specify the depth to which fines will be replaced. The Applicant should make an effort
to ensure that a suitable depth of fines and topsoil are replaced across the entire site.
34. Please provide documentation demonstrating that the land to be permitted has the necessary
zoning designation with Park County to accommodate the proposed post -mining land uses.
6.4.6 Exhibit F — Reclamation Plan Map
35. The Reclamation Plan states the surge pond will remain following the completion of
reclamation. Please revise the Reclamation Plan Map to depict this feature.
36. The contours on the Reclamation Plan Map closely depict the pre -mining contours and
assume the majority of the alluvium is backfilled. If the Operator sells a significant amount
of gravel and boulders over the life of the mine such that the post -mine topography changes
from what is currently depicted on the Reclamation Plan Map, then the map will need to be
updated through a Technical Revision.
37. Please see additional comments under Item No. 28 with regard to the Reclamation Plan Map.
6.4.7 Exhibit G — Water Information
38. Exhibit G state that the collection ditches and sediment pond are minor disturbances and
therefore are allowed with the 100 year flood plain. In addition, Exhibit G states that mining
operations and all associated activity will operate out of the floodplain area. The Division
considers the collection ditches and sediment pond to be associated with the mining
operation. Please clarify if the sediment pond is within the 100 year flood plain. In addition,
please depict the 100 year flood plain on the Mining Plan Map.
39. Exhibit G references collection ditches. However, Exhibit G does not address how the
collection ditches will be used or where they will be located. Please describe how the
collection ditches will be used to control surface runoff and depict the collection ditches on
the Mining Plan Map.
40. Exhibit G states existing domestic water wells will be monitored. Please specify how the
Applicant intends to monitor these wells.
