Photographs were <br />taken by Harry Ranney, and were later evaluated and annotated by Marcia Talvitie, both of the <br />Division. Skies were clear. <br />SUPPORT FACILITIES - Rule 4.04: <br />A bulldozer was active at the Stack Tube 92 coal stockpile (Photos 1 and 2). It appeared that <br />coal was being pulled back to the center of the pad from the area where it had encroached <br />upon undisturbed ground. The encroachment resulted in the Division's issuance of CV- <br />2015 -001. Retrieval of the coal is required for abatement of the violation. <br />• There were approximately one -half dozen coal haul trucks at King II at the time of the <br />inspection. <br />• At King I, structural demolition is largely complete, and all remaining buildings have been <br />approved for retention as permanent structures (Photos 3 and 4). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• At King I, the East Pond held water, but the West Pond appeared to be dry. <br />• The southern end of the King II Sediment Pond floor was covered with water. <br />• The East Clear Water Ditch at King II appeared to be clear and in good condition throughout <br />its length. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />• The Refuse Pile at King I appeared to be in good condition (Photo 3). <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 Page 2 of 8 <br />
